Winning 2020

A few observations regarding the approach to winning the 2020 election.  The 2020 election will define the course of America’s democracy for the following decade. It will define redistricting, the Supreme Court, lower level federal courts, operation of governmental functions/departments, immigration, social programs, environment, international relations, health care, voter rights, weapon management, just to mention a few.  It is essential to structure the next two years in order to change the presidency, take control of Congress, and develop a strong state government presence.

Let’s first speak to the presidency.  I believe it would be a terrible mistake to have a field of some two dozen candidates running against the current president. My suggestion is to have two or three candidates run for the presidency who have appropriate managerial qualifications and international recognition/standing.  They also should agree to the condition to serve only one term to correct the failings of the current administration as an operational caretaker, and to develop a body of qualified successors.  Others who have the passion to serve, should consider serving in the administration’s cabinet or as appointees to key operational positions in order to help to restore the functions of our government.

Congressional presidential investigations should be subordinated to higher priority legislative efforts.  The current administration will engage in multiple campaign distractions which should be ignored. The administration are masters of distraction, and once pulled into their game, the competing candidates lose because it is the administration’s field, their game, and their rules.  It is best is to avoid the situation by not taking the bait.  

The next underlying principle for a successful 2020 election program during these next two years is to develop and implement what should be classified as “win, win, win” legislative strategies.  In conjunction with that concept is building a Congressional team that accepts and works collectively on a set of defined prioritized goals.  The objectives of the 2020 election period should be to develop and pass major House legislation, investigate abuses and violations of the rule of law, and ultimately gain control of the total Congress, the Presidency and state constitutional offices.  The most effective resource to achieve this is the legislative and investigative powers within the House of Representatives.

Defining the “win, win, win” strategy can best be illustrated by example. Let’s hypothesize that the top priority of the House leadership is to investigate collusion of the President with Russian interference in the 2016 election, impeachment, or misdeeds of cabinet members.  Assuming those investigations are successful, these situations are a “win, lose”.  In these investigations the House expended resources with a questionable impact on the 2020 election, it may have satisfied the House’s majority base as a “win”, but alienated and solidified the President’s base and thereby providing a platform for a Presidential media fight, which results in a “lose”, putting the game into the opposition court.  This type of legislative or investigative activity as a primary objective achieves little positive effect in gaining traction with the President’s base or the independent voter and ultimately becomes campaign fodder during the 2020 Presidential campaign.

Rather, look at legislation that deals with issues important to constituents like Obamacare (ACA), a public option health program, climate change, infrastructure job programs, minimum wage, immigration reform, education costs, re-education programs, weapon management, expanded social security/medicare/medicaid, federal election standards etc.  Any of these constituent popular legislative actions, if created and passed in the House, is the first “win”.  If the Senate passes it, or kills it, or never schedules it…that is the second “win”.  The Senate members can be labeled obstructionists, remember there are 20 republican Senators up for re-election.  Should the Senate pass the legislation and the President vetoes it, it is another “win” because the President does not care about his base or the public.  Legislative wins or losses in any of these processing steps is a strategic “win, win, win” for the democrats.  Given a choice I would always opt for the “win,win,win” strategy rather than nail someone in an investigation.  I do not mean to say it should be ignored but should be relegated to a lower priority. Remember, the objective is to get votes from constituents, the other party, and independent voters.

A CALL TO THE RIGHTEOUS

This Columbus Day of 2018 is the day America has changed and is in uncharted governmental waters. The “WE THE PEOPLE…” masthead of this site has philosophically changed  to “WE THE POLITICIANS…”.  When our Constitution’s forefathers purposely used the phrase  “WE THE PEOPLE…”, they did not mean “we the democrats or republicans”, or “we the oligarchy”, or the “political royalty”.   Our Constitution has been breached and the three constitutionally defined branches of the federal government have been merged into a political monarchy, represented by a single political party!  These are challenging times and there is a patriotic call to restore the sanity and democracy that prevailed for over 240 years.  I believe that we can modernize the concept of democracy, our republic and society by creating contemporary solutions, setting goals and programs to meet the challenging times ahead.  I know this can be accomplished because during the past sixty years I have been directly involved in conceptual and strategic planning associated with a variety of diverse and complex systems.  

Regaining democracy is predicated on reinstating the separation of powers among the three branches of government.  In order to achieve that goal one should acknowledge the fact that there is another party other than Democrats or Republicans.  That party are the voters of the minor parties and the non partisans.  The media and major party leadership need to acknowledge the fact that in some jurisdictions this “other party” represents up to 40% of the registered voters and they are the determining factor in many elections!  Capitalizing on the “other party” factor, major party campaign managers should have a requirement to use a tag line similar to this in their candidates’ campaigns:  “I want your vote regardless of your registration.  Should you be dissatisfied with your party’s candidate or their philosophy and find it impossible to vote for me, for whatever reason, I suggest you still vote by finding a candidate in the minority or non partisan category that represents the issues and values that are important to you.  Just VOTE!” 

There has been a major oversight in not bringing into the direct campaign process those who choose not to belong to either major party.  Using this approach can be a game changer.  The presidency and the courts are locked in place for the next two years. That leaves the only game in town CONGRESS, and assuming that some Congressional control changes in November one can look forward to the next step which is ….(to be continued).

As a non partisan congressional candidate observing the campaign rhetoric of my fellow candidates, I am appalled at the lack of information regarding their objectives. One comes to the conclusion that many candidates cannot or choose not to explain what they intend to achieve, if elected.  Along with that premise, it appears that much of the media believes that only a major party candidate has an IQ over 70 and that only their thoughts are rational.  Yes indeed, some candidates like voters who do have an intellect greater than that of a rock!  To that point, I have analyzed over fifty issue areas and have selected the following as my objectives if given an opportunity to serve.   

This is the Eisner Manifesto!

HEALTH CARE- Develop a public option health care insurance program to compete in the public marketplace.  Establish a mandatory basic health insurance requirement for all residents.  

RATIONALE– Various levels of government and the private sector require insurance coverage or appropriate licensing before giving approval or authorization of the activity, service or product.  Why not a mandatory health care insurance requirement?  

IMMIGRATION- Open immigration to the U. S. annually to a number of legal, vetted, self supporting or sponsored individuals/families, not to exceed in number more than one half of one percent of the U.S. census population.  

RATIONALE- Between deaths, retirement and a lower birth rate, the United States is losing several million in base population per year.

EMPLOYMENT- Set a national objective to reduce the work week to 32 hours with no reduction in wages from the current standard of 40 hour work week.  Establish on a regional basis what would be defined as a living wage standard required by legislation with a enforced equal pay/equal work law at the living wage standard.

SOCIAL CONTRACTS- Examine methods to assure the continuation of Social Security, Medicare and Medicaid without reductions in benefits or changes in eligibility. These programs represent a contract between the public and the government, both parties are obligated to comply with the contract requirements. 

SUPREME COURT- Update the Judiciary Act of 1869 to revise the composition of the Supreme Court to consist of a number of Judges equal  to the number of active U.S. Courts of Appeals. One Justice designated Chief Justice, the others Associated Justices.  Judicial decisions require a two-thirds vote of all the Justices.  This would end the single judicial vote in those 5/4 decisions from setting law for 330 million citizens. 

RATIONALE–  The Judiciary Act of 1869 established parameters for the Supreme Court approximately one hundred fifty years ago.  At that time the United States were 38  states and the population approximately 30 million.  There was no electricity, autos, airplanes, television, telephones, computers, social media, etc. etc. etc.  It’s time to update the Judiciary Act to the 21st Century!

On November 8^th, 2016, the United States changed, it became an autocracy.  It was also the event that converted me, an 85 year old retired program management scientist, from a passive commentator to an activated candidate for Congress.  Years ago, I instituted my original web site, dollarbillbrigade.com where I believed the American democracy was in jeopardy and that members of congress were more concerned with their re-election and their party politics than their constituents and the constituents personal gut issues.  During these past eighteen months I have witnessed the institutional destruction of our government and the onset of the Trump Syndrome where many questionable actions have and are taking place including violation of the Constitution, the oath of office, the decimation of the Rule of Law and the politicization of the judiciary branch of government.  All branches of government are being converted to serve a dysfunctional autocracy.  Illustrative of this are the separation of families within the U.S. and at the border, creation of “camps”, raising taxes and losing jobs through tariffs, voiding citizen passports, personal profit exploitation, etc.

Seeing the 2018/20 elections as tipping points for freedom and liberty, I decided to run for congress as a non partisan candidate.  Not beholden to any party, PAC, or special interest but only to constituents and the public at large.  So who would be interested in the campaign and comments of a physicist, nuclear weapons officer, space scientist, health care specialist, businessman, community activist, public administrator and technical systems manager?  Hopefully, those who are concerned about our form of government, democracy, the republic, freedom, liberty and the future.

I, as a candidate, would rather speak to issues in the campaign such as health care, education, immigration, living wage and equal pay, voting standards/rights, cyber security, the Supreme Court, Social Security, Medicare/Medicaid, etc.  All I hear from the traditional candidates are who is funding whose campaign, how someone voted or didn’t vote years ago, and a lot of other meaningless crap!

In my estimation impeachment is not a suitable strategy to correct the administration’s attack against democracy.  A more appropriate approach is to elect a Congress that will perform it’s Constitutional responsibilities as a equal branch of government, working to monitor and correct the administration’s destructive policies as well as fighting to protect our democracy. 

As I have stated in other blogs, the 2018 and 2020 elections are tipping points in achieving this objective.  Voting for a effective working Congress in 2018/20 and a president in 2020 are imperative goals.   But, if one seeks real democracy, it’s more than voting once or twice and then saying it’s over and done with!

In a Judiciary Act of 2020 we should consider increasing the number of Supreme Court Justices and changing the decision majority from a simple majority to a two thirds necessary vote. Revising the Act is simply an act of Congress. It’s incredulous that one Supreme Court Justice voting on a 4/4 vote split speaks for 330 million citizens.
