EISNER’S MANIFESTO

As a non partisan congressional candidate observing the campaign rhetoric of my fellow candidates, I am appalled at the lack of information regarding their objectives. One comes to the conclusion that many candidates cannot or choose not to explain what they intend to achieve, if elected.  Along with that premise, it appears that much of the media believes that only a major party candidate has an IQ over 70 and that only their thoughts are rational.  Yes indeed, some candidates like voters who do have an intellect greater than that of a rock!  To that point, I have analyzed over fifty issue areas and have selected the following as my objectives if given an opportunity to serve.   

This is the Eisner Manifesto!

HEALTH CARE- Develop a public option health care insurance program to compete in the public marketplace.  Establish a mandatory basic health insurance requirement for all residents.  

RATIONALE– Various levels of government and the private sector require insurance coverage or appropriate licensing before giving approval or authorization of the activity, service or product.  Why not a mandatory health care insurance requirement?  

IMMIGRATION- Open immigration to the U. S. annually to a number of legal, vetted, self supporting or sponsored individuals/families, not to exceed in number more than one half of one percent of the U.S. census population.  

RATIONALE- Between deaths, retirement and a lower birth rate, the United States is losing several million in base population per year.

EMPLOYMENT- Set a national objective to reduce the work week to 32 hours with no reduction in wages from the current standard of 40 hour work week.  Establish on a regional basis what would be defined as a living wage standard required by legislation with a enforced equal pay/equal work law at the living wage standard.  

RATIONALE- Artificial intelligence, robotics and other technical advancements are going to change the work place.  It has been estimated that a third of existing jobs will no longer exist at the end of the next decade.  The eight “off hours” should be used for continuing education or vocational training

VOTER RIGHTS- Develop national federal election standards for districts, voting requirements, polling locations, composition of districts, etc. and establish a national voting day as a national holiday to permit those working an opportunity to vote without penalty.

INFRASTRUCTURE- Establish a public/private joint policy agreement to develop partnership programs in order to upgrade, replace, improve and develop infrastructure projects for transportation, utilities, water, bridges, roads, and other publicly utilized facilities.

CYBER WARFARE- Establish a US and international working group to define what constitutes cyber warfare and what are the rules of engagement.

SOCIAL CONTRACTS- Examine methods to assure the continuation of Social Security, Medicare and Medicaid without reductions in benefits or changes in eligibility. These programs represent a contract between the public and the government, both parties are obligated to comply with the contract requirements. 

SUPREME COURT- Update the Judiciary Act of 1869 to revise the composition of the Supreme Court to consist of a number of Judges equal  to the number of active U.S. Courts of Appeals. One Justice designated Chief Justice, the others Associated Justices.  Judicial decisions require a two-thirds vote of all the Justices.  This would end the single judicial vote in those 5/4 decisions from setting law for 330 million citizens. 

RATIONALE–  The Judiciary Act of 1869 established parameters for the Supreme Court approximately one hundred fifty years ago.  At that time the United States were 38  states and the population approximately 30 million.  There was no electricity, autos, airplanes, television, telephones, computers, social media, etc. etc. etc.  It’s time to update the Judiciary Act to the 21st Century!

On November 8^th, 2016, the United States changed, it became an autocracy.  It was also the event that converted me, an 85 year old retired program management scientist, from a passive commentator to an activated candidate for Congress.  Years ago, I instituted my original web site, dollarbillbrigade.com where I believed the American democracy was in jeopardy and that members of congress were more concerned with their re-election and their party politics than their constituents and the constituents personal gut issues.  During these past eighteen months I have witnessed the institutional destruction of our government and the onset of the Trump Syndrome where many questionable actions have and are taking place including violation of the Constitution, the oath of office, the decimation of the Rule of Law and the politicization of the judiciary branch of government.  All branches of government are being converted to serve a dysfunctional autocracy.  Illustrative of this are the separation of families within the U.S. and at the border, creation of “camps”, raising taxes and losing jobs through tariffs, voiding citizen passports, personal profit exploitation, etc.

Seeing the 2018/20 elections as tipping points for freedom and liberty, I decided to run for congress as a non partisan candidate.  Not beholden to any party, PAC, or special interest but only to constituents and the public at large.  So who would be interested in the campaign and comments of a physicist, nuclear weapons officer, space scientist, health care specialist, businessman, community activist, public administrator and technical systems manager?  Hopefully, those who are concerned about our form of government, democracy, the republic, freedom, liberty and the future.

I, as a candidate, would rather speak to issues in the campaign such as health care, education, immigration, living wage and equal pay, voting standards/rights, cyber security, the Supreme Court, Social Security, Medicare/Medicaid, etc.  All I hear from the traditional candidates are who is funding whose campaign, how someone voted or didn’t vote years ago, and a lot of other meaningless crap!

In my estimation impeachment is not a suitable strategy to correct the administration’s attack against democracy.  A more appropriate approach is to elect a Congress that will perform it’s Constitutional responsibilities as a equal branch of government, working to monitor and correct the administration’s destructive policies as well as fighting to protect our democracy. 

As I have stated in other blogs, the 2018 and 2020 elections are tipping points in achieving this objective.  Voting for a effective working Congress in 2018/20 and a president in 2020 are imperative goals.   But, if one seeks real democracy, it’s more than voting once or twice and then saying it’s over and done with! 

Preserving democracy and maintaining a Republic is a continuous, informed endeavor by the voting public.  History tells us that if we are not diligent and do not continue to participate, those in power will use the democratic process to destroy democracy.  The results will be a dictator, king or autocracy.  My fellow Americans be aware, diligence and commitment are imperative because the fight for freedom and liberty is a lifelong process.

THE ORGANIZATION, MOVE TO AMEND, WOULD LIKE TO AMEND THE CONSTITUTION TO PRECLUDE CONSTITUTIONAL RIGHTS FOR CORPORATIONS AND OTHER ARTIFICALLY CREATED ENTITIES.

1. I support amending the U.S. Constitution to make clear that corporations and other artificial entities do not have Constitutional rights and that money is not speech and campaign spending should be limited through regulation. YES/NO
YES. The Citizens United decision gives “person” status to entities which may be front organizations for foreign governments and business interests which seek political influence of governmental actions. An example is the NRA accepting contributions from a foreign source.

2. I will use my office to support the Movement to Amend the Constitution by passing resolutions, propose legislation, and publicly speaking out about the need for the amendment. YES/NO
YES. In addition to a Constitutional Amendment I would support complete transparency of those organizations engaged in Citizens United type political activity. I would also support public financing of campaigns and the establishment of voting standards for federal elections with respect to voter rights, education and accommodations.

The voters must take the first step to effect an end to corporate person constitutional rights and big money in politics by electing a Congress willing to bring about constitutional and Supreme Court change. Then a coalition of concerned congressional members can develop the necessary legislation and amendment draft for further action. This can take considerable time since the amendment process is a lengthy one. Elected or not, I would suggest convening a panel of constitutional scholars to recommend the appropriate corrective constitutional amendment for the Citizens United issue, and to recommend bringing the Judicial system into the 21st century by updating the Judiciary Act of 1869. In a Judiciary Act of 2020 we should consider increasing the number of Supreme Court Justices and changing the decision majority from a simple majority to a two thirds necessary vote. Revising the Act is simply an act of Congress. It’s incredulous that one Supreme Court Justice voting on a 4/4 vote split speaks for 330 million citizens. It has opened a massive money attack on a democratic society by influencing the media where “truth” can be created, bought, publicized, and distributed by deep pocketed unidentified sources. Another reason I object to the Citizens United decision is the fact it overturned previously standing rulings.
